NQ is over $13 in pre-market, so I'd say yes. In regards to the chart? Maybe? The +di (green) line was below 5, nearly every time, that will get a reverse reaction.
I stopped on the chart the night before last. I think it looks a whole lot like TSL. The knife fell and found support when the market turned. Now the shorts are covering. There really isn't a psychological pattern that I can see on the daily chart yet.
