The Chinese tender proposal makes no sense to me either !

It is comforting to see the "DKSC" used in the part numbers, but at the end of the day, it may all just be a meaningless coincidence.

But a meaningless coincidence, for a document prepared on 04.11.2014, for a windmill farm, in China ? Right when the new Dakshidin Management is trying to construct new deals in under-served rural regions ?

When coincidences pile up, things start to look like a plan !

SO FAR, ALL WE HAVE IS A TINY COINCIDENCE WITH SOME RANDOM LETTER GROUPINGS { i.e., dksc }, that spit out of the G00GLE web page translator.
