There sure are no technical issues with OTEC, it's a straight forward Rankine theory powerplant, but just because something is feasible doesn't naturally mean it is a viable concept. I do know that early OTEC concepts relied on siting the installation at places where geography conspired to create relatively greater temperature differentials across a smaller depth than it usual. Of course, submarine warfare has made it evident that the oceans are filled with thermoclines. I suspect it is going to come down to kW-hr per dollar invested in original outlay plus allowance for storm damage, maintenance and a sinking fund for eventual replacement.

The fuel from seawater proposition gets more interesting. I managed to find the patent:

I went through it briefly and the basic processes all look logical but I am not sure my chemistry is good enough to figure out all the energy balances....and not being a chemical engineer the economics go right past me. In any case, this patent sure reads a lot differently than the average free energy swindle---for one thing, no one is offering to sell shares or kits nor claiming the process is without significant cost.
