Chess, Dr Traber said on the webcast that their financing shelf had expired and they were simply reregistering it with 'no imminent plans' to raise more money.

There clearly isn't a need for cash now until they need some for the Phase 2.

According to the link below, the average Phase 1 cost just under $20M and a Phase just under $30M:

They have the funds in place for the rest of the Phase 1 and the MLV At Market Issuance could do the Phase 2, unless they are planning a Phase 3 trial next year the $100M really isn't need unless they think there is a chance of an FDA approval and would need extensive operating capital.
