Synopsis:
DESC is requesting competitive proposals for a 10 year Photovoltaic (PV) Solar Power Purchase Agreement (PPA) for the U.S. Environmental Protection Agency (EPA) Division of Environmental Science and Assessment Laboratory Branch, located in Edison, New Jersey. Total contract quantity is 2,500 kilowatts. The contractor shall furnish all labor, materials, tools, equipment and incidentals required to supply and delivery electricity to the EPA via contractor-owned and operated PV solar ground-mounted arrays. This is a combined synopsis/solicitation, as supplemented with additional information; proposals are being requested and a written solicitation will not be issued. This announcement and the document, which can be accessed at the URL identified below, constitute the only solicitation. The solicitation is issued as a Request For Proposal (RFP) and has incorporated provisions and clauses as in effect through the Federal Acquisition Circular (FAC) 2005-26. Additional requirements may be added by Amendment. All responsible sources may submit a proposal, which shall be considered. An on-site Pre-Proposal Conference is scheduled for 29 September 2009.
