DOD Common Access Cards program i.e http://www.cac.mil/ is a huge initiative http://www.cac.mil/assets/pdfs/HSPD_12.pdf and is worth multi billion as you said.
EVRM is working with Nations ID ( http://finance.yahoo.com/news/Evermedia-Biometrics-iw-15066389.html?x=1 ) which is already working with Department Of Homeland Security. Their solution is designed to meet Department of Homeland Security (DHS) and Customs and Border Protection (CBP) expectations. Their Solutions are vetted through and tested by DHS/CBP.
