Kaufmann was not indicted. Shackleford was. It was reported that he alledgedly submitted falsified documentation to the IDEQ, and subsequently to the EPA. Idaho is one of two states, (I believe the other is NM) that has not been granted the authority to issue NPDES permits. This is where the Federal charges came in. ie mail fraud.
Obviously, the system was eventually verified by the ETV and Shackleford is still operating under the same name in Idaho, "Quality Water Systems". The case must have been frivolous, if that's what you call it.
Anyway, he's now listed with Kaufmann on a wastewater permit issued 10/2/08 for the River Birch Golf Club. Also listed is M & J Enterprises, who share the same address with Kaufmann.
Kaufmann owns the Eagle Winery where there is an IWS system installed and operating. M & J enterprises was issued the permit for the Trellis Subdivision where IWS has a system installed and operating.
