The CME is experiencing an industrywide outage that is affecting market data delivery for its S&P 500 Index ($INX). The ability of the CME to receive and process orders is unaffected by this outage. Furthermore, the CBOE's S&P 500 Index ($SPX.X) appears to be unaffected by this outage. We will be providing more information as it becomes available.

This would be a factor for lower volume. Someone must be messing with data feed....
