where they said they needed a catalyzing event like a new pearl harbor. remember the country didn't want to get involved in the war. and then Pearl harbor and all rallied to go to work for the war machine. there was an investigation to how much that administration knew in advance and it has now known in documents that they knew not only weeks in advance but egged it on.
