anyone up for some real interesting reading
on the new website for soma i found a little something most may have skipped over, and it is raising some serious, and very interesting thoughts.

In May 2001, the Government of Somaliland signed an
agreement with
Rovagold Ltd. of the United Kingdom,
Continental Petroleum Engineering Company Ltd. of China,
and China Petrochemical Corporation to explore for oil.
Zarara Energy Ltd. of South Africa also signed an exploration
agreement with the Government. Chinese firms have been
reported to be involved in oil exploration in Puntland (U.S.
Energy Information Administration, 2002§).

Since the closure of Somalia’s oil refinery, all the country’s
demand for petroleum products has been met through imports.
In 2001 and 2002, the authorities of Somaliland signed
agreements with China Petrochemical Corporation, Continental
Petroleum Engineering Company Ltd., Inverse International
Ltd., Rovagold Ltd., and Zarara Energy Ltd. of Dubai to explore
for oil. None of these agreements have been implemented;
Zarara Energy may be the only company listed that actually
exists. Chinese firms have been reported to be involved
in oil exploration in Puntland (Africa Energy Intelligence,
2003; Somaliland Times, 2002§; U.S. Energy Information
Administration, 2002§).

The Somaliland government has said it will honor, until they expire, the existing contracts foreign companies signed with the Barre regime that are in their territory. None of the firms have resumed operations in Somaliland.
Somalia's petroleum consumption was an estimated 4,000 bbl/d in 2001. The organization officially responsible for all petroleum product distribution and retailing is the cooperative Iskash. The state-owned Iraqsoma Refinery Corporation operated a 10,000-bbl/d refinery outside of Mogadishu, but it has been inoperative since 1991. Total is involved in the downstream sector in Somaliland. It rehabilitated and manages the operations of the oil terminal in Berbera, Somaliland's primary port. Total also supplies fuel to airports located in Berbera and Somaliland's capital of Hargeisa.
