You would be correct in saying this ticker has never missed a filing. However, OTTV has missed multiple extension deadlines. The SEC doesn't have the budget to chase down every late filer. It is usually not until a complaint is submitted to the regulators by an investor, then an investigation is warranted.

If the filing deadline is missed, consequences may include loss of SEC registration, de-listing from stock exchanges as well as possible legal consequences. There are no "penalties" posted by the SEC.

The 10-Q extension deadline was September 20, 5 days after a Form 12b-25 was posted to EDGAR by Viva. Viva is an SEC reporting company and has been considered delinquent on their filing since the third week of September.
