Schwarzenegger cuts mean no college for thousands

(AP:SACRAMENTO) Budget cuts proposed by Gov. Arnold Schwarzenegger could prevent hundreds of thousands of Californians from attending college this fall, higher education officials told a legislative committee Monday.
The executive director of the California Student Aid Commission, Diana Fuentes-Michel, said the Republican governor's plan to phase out Cal Grant aid to lower income, college-bound students could keep more than 200,000 out of classes.
"If these students cannot afford to attend college, they will face the worst job market in decades," she told a two-house committee that is trying to eliminate a state budget deficit now pegged at $24.3 billion.

ARE WE HEADED FOR JERICHO?

A friend recently turned me on to the CBS television series, Jericho. I watch so little network television that I confess to never having seen the show before this week. Obviously, then, I am quite uninformed as to the overall plot and previous episodes. What I saw Tuesday evening, however, stunned me. Why? Because it very aptly depicted what could become a very real-life scenario for these United States in the not-so-distant future.
If I accurately picked up the basic plot of the show, average, freedom-loving citizens in the Western U.S. are fighting against tyrannical elements of their own government, including military forces. The State of Texas has declared its independence from the corrupt new government and another civil war is breaking out in America. And all this was predicated upon a nuclear attack, which some believed was an inside job. Am I close?
Contributing further to my amazement was the way Jericho used real-life political events to depict America's fall into tyranny. I was flabbergasted to see the characters of Jericho refer to the Continuity of Government act as the foundation for the government's declaration of martial law after the nuclear attack had occurred.
Ladies and gentlemen, the Continuity of Government (COG) act is not television make-believe: it is the real deal.

Here is a quote from the Wikipedia entry:
"The George W. Bush administration put the Continuity
of Operations plan into effect for the first time directly
following the September 11, 2001 attacks.
Their implementation involves a rotating staff of 75 to 150
senior officials and other government workers from every
Cabinet department and other parts of the executive branch
in two secure bunkers on the East Coast . . . .
"The Bush Administration officially admitted the implementation
of the plan on March 1, 2002.
Key congressional leaders say they didn't know this
government-in-waiting had been established.
"On July 18, 2007 Rep. Peter DeFazio, D-Ore., a member of
the U. S. House Committee on Homeland Security, was denied
access to the classified version of the continuity of
government plan.
Though members can access classified information, this is
the first time documents have been denied."
As I wrote on January 12, 2007, "In a nutshell, proponents
of COG envision a terrorist attack that would precipitate
the suspension of the U.S. Constitution.
Specifically, COG would authorize Congress to appoint its
own members, including those in state legislatures, without
a vote of the people.
COG even envisions the enactment of such authority for
reasons of 'incapacitation' (whatever that is) even if
no emergency exists."
Noted author, Dr. Jerome Corsi, wrote this of Bush's enactment of COG, "Translated into layman's terms, when the president determines a national emergency has occurred, the president can declare to the office of the presidency powers usually assumed by dictators to direct any and all government and business activities until the emergency is declared over."
Contrary to the ranting of politicians and media talking heads about how great things are going in these United States, millions of Americans are becoming increasingly aware of the total corruption, crookedness, and chicanery of government officials. They have had it with being lied to, cheated, and beaten down with thousands of rules, regulations, and laws, which serve only to empower the political and business elite. They do not trust any of their politicians to tell them the truth. Their money and jobs are disappearing; their children are being brainwashed in government schools; their homes and property are being taxed out of existence; and even their country's very sovereignty is being forfeited to foreign interests. I believe the level of frustration and anger is rising to the point that a Jericho scenario could very easily occur.
I personally believe there are only three reasons why we are not already living the Jericho experience. One, people have been quite comfortable in their own personal lifestyles. They have enjoyed comfortable homes, nice automobiles, fine clothes, and pleasure-filled vacations. Who in their right mind wants to give up the tranquility of hearth and home? Two, most of America still rests upon a Christian foundation. As such, Americans believe in peace and harmony. They believe in law and order. They believe in submitting to authority. Three, there has not been an overt, large-scale attempt by government to confiscate the firearms of the American people. Remember, it was the Crown's attempted gun confiscation at Concord that ignited the American Revolution back in 1775.
However, the materialistic comfort of the average American is quickly fading away. People are losing their jobs, their livelihoods, their homes, and their savings. More than that, they are losing hope for a better tomorrow, and they are losing confidence in their government to honestly protect their freedoms--even their national identity.
Plus, most Christians know that there is such a thing as lawful rebellion. Even Christ's early disciples said no to various governments during extreme situations. And for us Americans, freedom and liberty runs deep in our veins. Many of us have not buried our Don't Tread On Me banners. We share the sentiment of Benjamin Franklin who said, "Rebellion to tyrants is obedience to God."
Furthermore, Hurricane Katrina put the American people on notice that their government is more than willing to confiscate their firearms. Plus, the forthcoming Supreme Court ruling regarding the right to keep and bear arms is likely to authorize even tighter government regulation on this fundamental right. Even more disconcerting are the reports we are hearing from soldiers coming home from Iraq and Afghanistan telling us that they are being told to prepare for orders to turn their weapons on the American people, should the President declare martial law. (I have had more than one Iraq War veteran tell me this.)
I am afraid that the CBS television series Jericho is more than fantasy: it could be a prediction of the future. As Thomas Jefferson said, "I tremble for my country."

The answers to these and a few other questions will be a little clearer by Sunday.
Let's unpick question one - does the planet need saving?
The Intergovernmental Panel on Climate Change (IPCC) says it does.
Even the White House signed up to the IPCC's "unequivocal" finding that emissions from mankind have been driving most of our recent climate change.
They and all governments agree that we need to move to a lower-carbon model of progress, though they disagree over the level of urgency.
Can Madonna provoke the change? Of course not, but she and the other high-rolling artists singing their own song of the earth at stadiums around the world can certainly bring public attention to the issue.
In the UK, people are saturated by climate change messages, but still (according to Mori research this week) wrongly think that scientists are locked in major debate about its causes.
The American public know less about the climate - and in South Africa, which hosts one of the concerts, climate change is barely mentioned, even though Africa is predicted to suffer most from it.
So Madonna and her mates can raise the profile of the planet.

Political impact
The concert will be peppered with handy hints for greening your lifestyle, but subsequent CO2 cuts will probably prove insignificant compared with the message the concerts will send to political leaders, legitimising climate change as an issue of public concern.
In modern democracies politicians only go as far as they think their electorates will let them, so the Gore extravaganza will have some political impact.
Question two is what about the emissions?
The concert organisers have gone to great lengths to try to minimise emissions, but admit that for all their efforts they will probably reduce CO2 by no more than 20-25% less than the average concert. Modern lifestyles pollute.
That said, they are trying to set a new standard for green events.
Among the steps being taken are: all electricity that powers the shows will be from renewable sources, either through utility-supplied renewable energy, biodiesel generators or renewable energy credits.
The biodiesel will not come from rainforest land. Energy-efficient lights will be used where possible. Travel for staff and artists' air travel will be carbon off-set.
Emissions saved
You could pick holes in all this.
Off-setting air travel is controversial, although many environment analysts think it is better than doing nothing.
Biodiesel from crops arguably puts up food prices and will never supply more than a fraction of our transport needs.
But what organisers have modestly (or mistakenly) failed to estimate is the amount of emissions that will be saved if millions of people stay at home in front of the telly watching Gore and Madonna rather than taking a drive for Saturday night out.

There may be many scientific uncertainties over how much the climate will change and over what time frame, but the organisers have no doubt calculated that every kilogram of CO2 generated round the world by the concerts will be well spent if it jolts politicians to respond with a little more urgency to the warning the scientists are sounding.

Sydney and Tokyo have begun a worldwide sequence of Live Earth concerts aimed at raising awareness of climate change.
A total of 150 artists will be performing in nine cities, including London and Washington, over 24 hours.
Among the biggest names on stage are Madonna, Red Hot Chili Peppers, Metallica, The Police and Garth Brooks.
Live Earth is organised by former US Vice-President Al Gore, who called the concerts a "global response" to a global problem.
The Sydney event kicked off with a traditional aboriginal welcome and Al Gore appeared on video screens to launch the worldwide initiative.

Australian politician and former Midnight Oil frontman Peter Garrett also made an appearance, saying it was up to citizens of developed nations to push for action to reduce pollution.
"Your voice matters, make it heard," he said.
The Sydney line-up featured Crowded House, performing songs from their new album Time On Earth, as well as Jack Johnson and Australian actress Toni Collette with her band The Finish.
The Tokyo concert was opened by the band Genki Rockets at the Makuhari Messe hall, east of the Japanese capital.
Mr Gore appeared as a hologram in front of the crowd, saying: "Now is the time to begin to heal the planet".
Japanese singer Ayaka urged people to do what they could, saying: "We can start helping by doing something small. I started to carry my own eco-bag so I don't have to use plastic grocery bags, and use my own chopsticks instead of disposable ones," the Associated Press reported.
The next concert to get underway is in Johannesburg, and then later on in London, where Madonna, Duran Duran and the Beastie Boys will play.
Country couple Garth Brooks and Trisha Yearwood will be among the artists performing on The Mall in Washington DC.
Dissenters
However there has also been scepticism about the value of the concerts from some quarters.
Critics say that flying rock stars in on aeroplanes and using a great deal of electricity to power several concerts sends out mixed messages about energy conservation.
"What would be great is if these pop stars - now they realise the damage we are all doing to the climate - look very carefully at their own actions and make some changes themselves," said John Buckley, managing director of the organisation Carbon Footprint.
Bob Geldof, who organised the Live Aid and Live8 charity concerts, has described the event as lacking a "final goal" and claimed most people already knew about the hazards of global warming.
Organisers have insisted they were keeping the concerts as green as possible.
Proceeds from ticket sales are going to distribute power-efficient light bulbs and other measures which will offset the shows' greenhouse gas emissions.
Producer Kevin Wall told the BBC: "What we purposely have done is we've booked this show with acts that were touring in the area at the time so we could keep the carbon imprint down."
Antarctic performance
Doubts had been cast over whether the Rio de Janeiro gig would go ahead because of concerns about safety on Copacabana Beach, but organisers persuaded a judge that adequate measures were in place.
However, the Turkish event - in Istanbul - was shelved, owing to insufficient sponsorship and lack of time.
Live Earth will also broadcast two songs performed in sub-zero conditions in Antarctica by Nunatak, a rock group made up of five members of the British Antarctic Survey.
They have recorded their contribution in front of 17 colleagues against a backdrop of icebergs.

Where on Live Earth do you start?

He is sleeping four hours at most each night
and says he is stressed out.
But promoter Harvey Goldsmith is used to working
under pressure.
Goldsmith says he only gets a few hours
a night at the moment
The 61-year-old, one of the UK's most well-known music promoters,
has been instrumental in organising high-profile concerts
such as 1985's Live Aid and 2005's Live 8.
He is now co-coordinating eight Live Earth gigs,
which will take place on Saturday in New York,
London, Sydney, Rio de Janeiro, Johannesburg,
Tokyo, Shanghai and Hamburg.
Slick and trouble-free
"Live Earth is an initiative to get people all over the world
to focus their attention on our future and the climate,"
Mr Goldsmith says.

"If we don't do something about the future now,
we won't have a future."
With acts such as Madonna, Lenny Kravitz
and the Red Hot Chili Peppers due to perform
to a worldwide audience, the pressure is on
to deliver a slick and trouble-free series of shows.
So where does Mr Goldsmith start when it comes to
organising such a huge global event?
"For me it's just having the right teams of people
who understand what they're doing and can listen in
a short space of time and get the job done," he says.
"You've got to secure the right venues, get the right
permit, start to generate artists for each of the shows,
think about ticket selling, decide what the message
is all about, why are we doing the shows?
"Then there are 60 films that are being produced so we
have got to make sure that each of them are translated
into every local language," he explains.
Time zones
Despite this being a global event -
with the workload multiplied by eight -
time zones and language barriers have faded
into the background.

"They don't go to bed like me," he laughs.
"You start with Sydney and you end up with America.
You go round the clock.
"In your mind you've got this 24-hour clock and because
I've got so much experience of understanding that clock
you mentally know what time it is in each country."
Asked what could go wrong, Mr Goldsmith reels off another
long list.
"Satellite feeds can go down, changeovers are done in a rush,
the sound breaking because someone has pulled a wire out
by accident in a rush, and also sticking to timings,"
he says.
Surprisingly the only part of the gig he says that can
be relied upon is the artists themselves.
Artist co-operation
"Once they agree to do it, they do it in the spirit
that it's meant.
I don't think I've ever had a problem with an artist,"
says Mr Goldsmith, who has worked with everybody
from the Rolling Stones to Madonna.
"Once they agree to do it and they understand fully
why they're doing it they always co-operate and they
always do their very best to make it work."
With an overnight bag packed and his passport at
the ready Mr Goldsmith is ready to fly to any venue
if any last-minute problem arises.
But he is happier in his London office.

leg of Live Earth
"It's better to be in one place that's central because
as with Live 8 I'm in touch with everybody every 15 minutes,"
he says.
And with security measures making travel from UK airports
difficult this week, he says going anywhere would be
"a kiss of a death" for him.
With the clock ticking to the start of Live Earth,
Mr Goldsmith is looking forward to seeking refuge
and catching up on some well-earned sleep.
But he does not expect that to be until Sunday morning,
once the final notes have been played in New York
and Rio de Janeiro.
