If not the warrants then they could issue the new shares and use the money from those new shares towards the equity as first cushion incase of any financial crisis in future.
After all Fannie Mae is capable of making about $30 billion/year ?? With P/E be around 30 ?? can take the market cap to be about 1 trillion dollars ?? Assume there's 4 billion new shares ?? and 1 billion existed, total 5 billion shares with 1 trillion market cap ?? can worth each share $200 ?? Just IMO .
