If that were the case how can Sinopec be the operator of 2 if they're already the operator of 6, or better yet how did ERHC get to be operator of 2 and 4 if there's some unwritten law that the JDA follows not allowing 1 company to operate more than one blk in the JDZ, and I guess CVX better forget about ever getting involved in the JDZ again, since they won't be allowed to operate any of the blks released in future rounds. No offense, but I think that's bs, and your comments regarding the vague language in the treaty is bs too. This isn't an anomaly, this has occured throughout the oil business on land and sea, the treaty addresses it, and there is plenty of precedent in US, International and probably Nigerian law as well that addresses overlapping oil finds.

RUBY...This (so far) is all I found on Operators in the JDA

"Operatorship - When granting a PSC, the JDA shall appoint or approve an Operator. Any change of Operator must be approved by the Authority. An Operator must be a party to the PSC having an interest in the block and would cease to be the operator if its interest terminates or expires."
