Why would any responsible doctor or scientist..........

allow licensing of "recipes" to non-licensed doctors, scientist, and/or labs also known as collectives if it was a cancer treatment breakthrough?

What responsible doctor or scientist within 2 1/2 months of obtaining a license to a technology that help them develop an "alleged" treatment called Dharmanol, would consider that a sufficient timeframe to make such a claim and bring the product to market on that claim?
