KNDI...Here's a news clip from a month ago (can't understand one thing they're saying in the video though). The news clip says what Kandi is doing is similar to AVIS's ZipCar.
I'll take a closer look at KNDI. (Joint venture partner Geely Auto looks legit).
May be worth a crap shoot...



Kandi China based #1 EV maker, NASDAQ Kandi Technologies (KNDI) put into operation China's first fully automated Electric Car, CarShare Program on July 29, 2013 in Hangzhou China. This video is of the Press Conference tied to the launch with KNDI's Chairman/CEO Xiaoming Hu interviewed.
This first tower, which is fully automated allowing a registered user to simply brush a card and an EV will be delivered at the base of the tower in two minutes or less. The cars are intended for short term rentals of a few hours and then returned to either this our other locations, similar to AVIS's ZipCar. Cost to rent is 20 yuan per hour ($3.25 USD) for up to 25km with an additional $.13 per KM excess charged.

This first location is equipped with 100 EV's and driving area is restricted to the City of Hangzhou (Pop. 11 million). At least 30 more of these tower locations are expected to be in operation by the end of 2013, each providing 100-300 cars. Total build out over the next four years is expected to offer 100,000 EVs, in Hangzhou alone with at least one more city added by the end of 2013.

The initial 2 seat cars are manufactured and provided solely by Kandi who will recieve approximately $11,000 per car. By year end 2013, 5 seat EV's which are a modified version of Kandi's 50-50 Joint Venture partner, Geely Auto (China's #1 ICE passenger car manufacturer) top selling Panda will be added to the towers at a yet to be determined higher price.
