The issue is they cannot have reserves while in an exploration phase and file a Guide 7. Does really matter if they have reserves or not. Guide 7 rule; they can't list them.
I guess this is kind of hard to comprehend. For example, say you are a divorced father with children. You've agreed to let your ex-wife claim the children as dependent, so you leave the dependent line on the 1040 line blank. Does this mean you don't have kids? No, just that you can't claim them.
