Exactly. Why not give them an advanced option to change it?
Unless we see >70% of devices running touch before Haswell, I fear even Haswell might not be enough to stop the decline let alone increase PC sales. That means we won't see something happening until at least 2014, presumably when Windows 9 launches. And with Microsoft being ARROGANT as they are right now, it'd be a surprise if Windows 9 does fix the issue to fit the traditional users better.
I feel a real long term solution is not a download to get the Start menu back, but Linux based OS(because it has Windows-in-native-emulation) that Intel and PC manufacturers to fund to eventually replace Windows. You'd do a major focus on driver and compatibility in WINE.
