Do not put a white hat on Nok quite yet. Nok made the agreement a year in advance of the revalidation process. Further, Nok came to IDCC under the guise of W-TDD development as being the primary motivator. Nok knew at the time that it was about to make serious moves in GSM and the ensuing 3 years are exhibit A of the remarkable success story. They knew that IDCC was weak and that B-CDMA was not going well. They also had a lot of information in dealings in the early UMTS meetings. The jury is still out on Nok as far as I am concerned.

Nok does not have anti-trust in their dictionary. They are very upfront about getting folks together for fixing prices for their benefit to the exclusion of the rest of the industry.
