The previous situation was circular, pay a 10% dividend, draw more to pay the dividends, next Q another dividend, another draw, etc. We hated that.

Now, earnings go to taxpayers, no draw when there is a loss, taxpayers repaid in five years or whatever. Much better. Obviously, taxpayers need to be repaid ASAP. No worries!
