You're right. The Isle of Man would be ideal to build and test the strat. Maybe the latitude would be a problem, but everything else would seem to me to ba a piece of cake. The way I understand the present situation is: If you build it in CA, how are you going to rise above the red tape here? Did you read in today's "This is London" (On Drudge) where the U.S. is about to destroy 400 tons of Katrina donated British MREs because they have not been approved by some government agency? These are the same MREs that British troops eat ( I don't say they enjoy) every day in Iraq. Heaven help us if avian flu becomes pandemic.
