The restrictions on the insiders expired some time ago. What prevents them from selling any of their 177,000,000 or so shares is that a) Given the modest trading volume, were they to try and sell even an extremely small portion of their holdings, the market would immediately fall to the floor, and b) While you may not agree with their strategy, they clearly do. So why sell now at 9cents when they believe the stock to have great potential.
Restrictions are no longer the reason. Common, and business, sense are.
