I don't think there is anything that says OSIS can't be making machines as we speak. Per the PRs they are or were to receive proceeds to increase production.

Why "make" machines when something in the "cert process" may require a major, or any, change in the manufacturing/methods process. You don't manufacture quantity of something that is waiting on test results. Didn't MMTC have to destroy those 100 machines that were ordered a year ago because they weren't to spec?

There is no funding.

No certs no production.
No funding no production.

It's really that simple.
