Gary.....So if a 144 shareholder, who may have no intention to sell his stock, simply files to remove the stock legend each quarter: this stock can then be shorted for as long as it remains in inventory?

So there is no way, except for requesting your certs, to avoid having your stock shorted. The brokers, MM and clearing houses control everything.
