Sorry, nothing is obvious. You started this thread by giving in post #5349 four statements with this assertion: "Not one of these statements is entirely truthful.". It is now clear that you have little to no facts to support that and must rely on asserting an assumed authority from your "decade" of investing experience.

That is, whether or not you meant it, you may not be "entirely truthful" when you asserted that FCSC's discussions with the FDA were not "genuinely progressing in a meaningful way".

On the other hand, FCSC was entirely truthful in saying that a new phase-3 trial is being discussed with the FDA to confirm the successful results in the phase 2/3 trial. Timing for running this trial is based not just on getting FDA agreement but also on obtaining sufficient funding to do it. In my opinion, the latter is what investors should be thinking about, not to question whether or not FCSC is talking with the FDA.
