As ADR IRE holder we wont be able to buy directly new shares @0.10 each---that is law for ADRs here in the USA. Instead,
our "nil" rights--dont ask how to explain this one-- will be sold in europe somewhere and money will be deposited in our brokerage accout.. With that little money we will buy more ADR shares at cheaper price since price will decline further.. But since nil proceedings will not be too much we have to cough more dough to buy more ADR IREs..
