I don't think Claflin ever ran the PC group. IIRC, he was only responsible for the ThinkPad brand at IBM before leaving for 3Com.
He and his cronies at IBM micro were responsible for the patent laundry deal where Cyrix sold the IBM BlueLightning for a time. IBM was required to use the chips built under license from Intel in systems. They claimed that Cyrix putting the chips on PGA carriers with a couple of caps constituted "systems."
