I think the wording of the PR is a bit ambiguous though. The way I read it is, VGPR "has been elevated to the highest tier it has ever reached" (so far), it did not mean the highest pier possible.
As for your tier argument; here is a definition of Current Information
The press release alerts potential investors that this "development stage company" has filed and achieved Current Information status. Whether or not this is "top" tier is the art of headlines. It is a fact that Current Information in on "top" of Limited Information.
An investment in this company is still (and probably always will be) an extremely risky investment. Here's hoping that there is a REAL reason why VGPR took the time and effort to become current....
