I think you should spend some time on the 3GPP website and browse through the contributions for each technical group that formulate the UMTS standard. You might be surprised at the results.

go to http://www.3gpp.org/ftp/tsg_ran/ and browse through each directory under this one. Each directory has files named "xxx_[year].zip". They are spreadsheets that document all the proposals that were made to that group in that year.
