It is a slam dunk! The PUC is treating the Laidlaw/PSNH PPA as if it is the first PPA that was ever negotiated. That's the problem. 95% of this PPA is most likely the same as every other PPA the PUC has already ruled on many, many times before. Just another government commission milking their jobs.
