One step at a time, they are not going for AMEX listing and they will have their hands full just to come current and relist with OTCBB any time soon, there's no reason for them to r/s and it would be a stupid move, the A/S can be reduced anytime they want and the share structure is fine where it is, if there were any real demand or buying pressure the float could disappear in a weeks worth of trading, the stock "could" become highly desired as they approach production, then they could continue to make some smart business deals with shares while avoiding damaging dilution

If I were them and I wanted to assure my control of the company, I would quietly buy back some shares with my revenue and then announce it at the same time as all of the other financials. What better time to buy back than at a low pps. An R/S has a lot of negative connotations, as the usually are the kiss of death on a stock, been through a couple and it would be hard to talk myself into it again.

for pinkie RS it only works when they announce and up list right away
just RS and not uplist can be disaster for the pps
the only way is to announce and uplist right away
that creates buying pressure and pps can move up nicely
specially when production has already started and producing gold as you mentioned
no other way is good RS for a pinkie
btw AS has no meaning whatsoever and can be retired without RS
just the OS and float can be reduced by rs or buy back which is better than RS
