Therefore, IDC will soon know if the shares they've recently purchased under the stock buyback program were bargain basement. Of course they thought it likely they won the arbitration when the buyback was authorized.

Is IDC prevented from buying more of their own shares once they get the draft?

This does not apply to ICC Arbitrations, I'm not sure where you obtained it from. If you read the ICC rules in full, you will see this provision is not there.
