Even the ICC expects that NOK may challenge, if given an opening.

Arb appeal "reason is..for gross misconduct" - Nok may be expected to appeal an adverse arbitration ruling on the grounds that the panel acted improperly by disregarding the (limited) scope and (noninfringement of) patents as "relevant factors" in setting the royalty rates for Nok. This has been a major point of difference between IDCC and Nok all along.

Of course, Nok may claim other grounds as well. IDCC may need to enforce any arb. ruling against Nok.

I expect the confirmation, enforcement, and appeal of arb. rulings to proceed pretty routinely and quickly.
