Not Wave's job, the TCG's job. Yes, I believe a Wave employee did head the marketing at some time in the past. Currently, there is no marketing lead listed on the TCG website and Wave does not have a member on the Board of Directors or on the Advisory Council.
According to the mission statement, the TCG "...is a not-for-profit organization formed to develop, define and promote open, vendor-neutral, industry standards for trusted computing building blocks..."
The promote part currently appears to be a source of frustration beyond the technical level.
