The "final date" for rendering an award in no way suggests that an award won`t be rendered substantially earlier. A 2G award will only be made if the leverage for locking in a 3G license is lacking. If we have that leverage, a comprehensive, preemptive 2G/3G deal will be announced, well prior to 5/31.
