I am under the impression that any IPR included in the standard is effectively "blocking" IPR, since any product which would perform to the standard would be using this IPR. IDCC has stated we have made over 500 (was it 800?) contributions to the 3G standard which have been accepted. Because of the infrastructure and market realities, the chance of a company sucessfully introducing a cellular line outside the approved standards is just about nil. This means to me that if a company makes a standards compliant product, they are using our IPR and need to pay. Someone please correct me if I am wrong here.
