if it's your belief that someone has the power to - and actually is - artificially holding the price down in order to accumulate more shares at a low price, then you also must believe that at some point this person will allow the price to rise in order to reap the benefit of their cheaply purchased shares. if that's the case, there is nothing stopping you from pursuing the same strategy...
