I don't know of any free L2, doubt it exists. I go through I-Hub and I'm happy with it.

I use Etrade and if you do 30 trades a quarter then the L2 is free. I understand there are fees for trading and they make money but if you are going to trade anyway then in my eyes its free! Hope this helps a little.
