The CEDE & Co are the phantom/airshares/naked short position.

They're so naked that they even have certificate numbers associated with them. ;-)

The CEDE & Co. entries are the certificates issued for the retail accounts held by *investors*. They are in CEDE & Co. name because they actually are the Shareholders of Record (documented on the company's record of shareholders) and vote (or not in this company's case) the retail investors 'vote' if there was one ever taken.
