The reason why many TA are gagged is for the fact that every 10 seconds, investors call for updated numbers. Some TA's really get annoyed (although that is their job) so by e-mail is pretty cool (they can just BCC everyone who requested the numbers).

so you can email but no phone call. as long as there's access, I don't think it matters...I've had to fax in requests before and thought that was BS so email is a lot better than that crap
