There is no need for a 14 week quarter unless you think the one spare day a regular year or 2 spare days every 4th year is significant. I'd still call it a 13 week quarter even if it was 92 days instead of 91.

Right, since 13 x 4 x 7 = 364, then every (non-leap) year there's an extra day and you'd get an extra week every 7 years. Leap years screw that up, and you really get an extra week an average of 5.6 (7/1.25) years.

PS Pundits are saying the VP candidate debate was a draw (which is therefore a win for Kerry-Edwards).....
