Matt,

The strategy set forth by our people in DC is like this. There are tons of
grants, low interest loans etc. The problem with just submitting a grant is
that it goes into a black hole, so our people and ourselves try to educate
members of the GOVT as to what our products are, their impact on the
environment and most importantly job creation. So when our proposals do go
cross peoples desk their boss or themselves have been briefed as to the
merits of our technology. The big delay has come from the first from having
a new administration, had to wait of people it fill new positions, then we
had the big 3 collapse that delayed everything. Right now we have some high
level meetings planned within the WH, DOE, DOD etc and we have official
invites, now we are just waiting for the multiple participants that will be
there to have a date and time that works for them. I hope to get into more
detail after the meetings.

I doubt it will be a matching funds type of grant, and it will also have to
be one with out a fee, last week I was looking at a grant program that had a
$100,000 non refundable fee, we are working to get fee waived.

Our guys are very positive and by the people that will be in attendance for
these meetings I tend to agree with them.

Lastly, RIT's lobbyists and ours are beginning to develop a strategy, which
would help Torvec secure funds so that we can make use of SEAL.
