The reason I think...IMO they needed to do the R/S was to raise funds. The O/S started to get high at 111 million and they would have had to add another 60 million shares to the OS at .60 to be able to fund the 25 million they need to come up with for the plant. Now they will be able to raise funds without the O/S getting out of control.
