I'm not sure "burdening the existing capital base" means "using our credit facility". I would think they would have said something to the effect of "utilizing our line of credit" if that's what they meant.
Since working capital is a relatively large negative, I'm not even sure what "capital base" means. Also, LCs and "cooperation of our production partners" are unlikely to come at no cost, so I don't know that you can assume it gives more profit to the company.

"The use of letters of credit and the COOPERATION of our PRODUCTION PARTNERS are insuring production and supply...." Sounds like our production partners are content with the financial position of DKAM.
