You're right! Someone has to be supporting CP and Spence. Maybe the power brokers in Concord are spreading promises or other goodies around town. I suspect they are in the minority just like Spense.
As the Mayor has publicly stated, the City wants the old pulp mill site to be used for its "best & highest use", which is clearly not a Biomass plant. That is all you really need to know. I have heard that developers (non-industrial) have previously expressed interest in the site but they are waiting for LLEG to fail before making any offers or presenting their plans.
