So then if an insider at Intel leaked the information that their next chip was designed to actually go 10 times faster than their current chip and not just the 2 times faster everyone thought...

It would be fine and legal to trade on the information before it was put out "properly"...

Maybe so, that's why I'm glad people may be put under oath...
