No. Note this sentence in the nr: "The addition of the 2A to TAO's and Sanswire's current scheduled flight plans rounds out GlobeTel's atmospheric arsenal of low to medium to high altitude platforms." We don't know which airship(s) have currently scheduled flight plans, but the S2 is in ADDITION to those test flights, AND the SkySat is one of the potential, unnamed airships to be flight tested.

The fact that S2 will now, according to today's nr, be intially tested at a higher altitude (15,000 to 30,000 feet), as opposed to the 5,000 feet altitude previously mentioned in nr's, leads me to wonder if the SkySat (a smaller version of the S2, which is intended to fly at 8,000 to 10,000 feet), will have already been tested, thus permitting higher initial testing of the S2.

In rereading today's nr, I also focused on this comment - "vast resources":

"The decision to continue the development and testing of the 2A in Stuttgart was attributed to the vast resources and knowledge of the TAO organization. The addition of the 2A to TAO's and Sanswire's current scheduled flight plans rounds out GlobeTel's atmospheric arsenal of low to medium to high altitude platforms."
