As far as I know - yes. The new rule, if enforced, could curb the "illicit" (ie. manipulative) NSS. That's how it's been advertised (although I thought it was to do with reporting companies only).
That said, I have not a micron of faith in the SEC to do anything unless it serves their own interest as a bureacracy, or political interests, or corrupt interests - all of which they have a long reputation of serving before "the people" come into the equation.
This is the wild west still. Keep your boots on and your powder dry.
