NO ... he(management/company) can not issue billions of shares to themselves..nevada law does not permit that--those shares have to go to a third party(trusted).and then be purchased back by the company/management..to be put into treasury--that is where the convertible debenture comes into play...the company's is a mess..and there is that 9.99% restriction in effect---it just "aint" that easy---they will have to go another way more likely
