Like everything involved with HMBL... it gets complicated. The golf course is a 33 hole pro course. It was designed by golf pro Brett Watson. The 18 original holes were owned by the city, but were granted to GL holdings in 2018. I believe a condition of the sale was to make the course a top notch golf course for Utah and the US. They brought in a golf pro and a golf architect to upgrade a landmark golf course. Golf Pro Watson led the build-out. As part of the deal, they made it a 33 hole course and added a 9 hole par 3 public course, a short hole extension, as well as a driving range - the par 3 and the driving range were subsidized by the city:
The proposed medical school agreed to finance three new holes on the eastern boundaries of the property near the old Kuhni’s meat processing plant, which is now located between Nephi and Scipio. Provo City then came up with an additional $4 million to make redesigns of the exciting layout, including bridges, new fairways, tee boxes, greens and bunkers.

He used to own that land and sold it to the City of Provo in 2018. It appears to be a municipal course now.
